Who Is More Powerful...a Minister And A Senator???

my own candid opinion,i noticed that other people`s opinion differs.

I personally think that an elected senator is more powerful than an appointed minister(with all things being equal) but also I figured out that here in Nigeria, things are somehow different with regards to a minister having more than one portfolios.
Please fellow nairalanders who do you think Is more powerful
